Decision to make: One data (csv) file for all counties per metric vs. Individual data file for each county per metric? #22

Closing as it's similar to discussion on #26. Will likely have a single file or multiple files (one per metric) for each county in a specific folder per county. Folder name will likely be the 5-digit FIPS code.
