Get a Basic Templating Script Working

• Create a base templating script for a handful of counties (Bay area ones for now).

Just quick notes:

• When templating, I should be able to use {{ county_name }} or similar notation to indicate where templating should occur. I think HTML still renders the brackets without issue, meaning that we may be able to work from one HTML file instead of having a "static" html example file and having to manually change it to a template any time we make an update.
• @rsyoh-97 we can discuss, but it may be easiest when developing the page to just add {{ }} anywhere we'll need to templatize stuff.

Closing as the base templating has been done in a jupyter notebook. This would be easily transferable into a script, though we'll continue to develop out of the notebook while we aggregate data for the first chart. Once that process is built, will begin moving things over to a more structured script.
