Adds the command to start postgresql from command line

Thank you for the PR! However I think this command is mostly relevant to Linux systems. It would also be more logical - IMO - to have this detail in "part-0".

Is this actually needed? On Debian, the policy is that after installing a package that provides a daemon, the configuration is all set up to make the daemon start without admin/user intervention. Is that policy changed by Ubuntu?
