[ECO-2048] Implement indexer on AWS

Description

Add an AWS CloudFormation template and GitHub sync deployment file for a dev deployment.

Housekeeping

1. Relocate cloud-formation directory per recent directory hierarchy changes.
2. Update broker & processor actions to build multi-platform images.
3. Escape common words in cspell-dictionary, update broker README accordingly.
4. Migrate rust README to cloud-formation location with AWS-only content.
5. Delete example.env file deprecated by recent directory updates.

Broker updates

1. Update broker main !select to return with error on internal error.
2. Add curl to broker Dockerfile for self health checks in AWS.
3. Bump Cargo.toml version for pushed tag.

Testing

Public AWS endpoints verified per cloud-formation README.
