[ECO-2129] Fix the docker compose orchestration issues; build the local fullnode manually

Description

• [x] Ensure the health checks work
• [x] Pull the aptos-core repo and build the CLI manually, then use that image for two containers
• [x] One for starting the local fullnode and another for funding the accounts once that one's health check completes
• [x] Ensure the orchestrated actions happen in order
• [x] Ensure the indexer runs once the contract has been published and the localnode is up
• [x] Add a README.md briefly explaining how things work and commands to start it.
