[ECO-2140] Update template layout, core resouces #222

Description

  1. Update Provision* to TryProvision*.
  2. Add allowed values to parameters.
  3. Add auto-scaling to broker and PostgREST services.
  4. Update database to be multi-AZ.
  5. Bump cfn-lint version to latest.
  6. Update README to be procedural, with more inline links.
  7. Add database architecture writeup.
  8. Update parameters README, including explanation of why rules don't work.
  9. Add deploy-prod.yaml prototype.

Testing

Concurrent WS connections, PosgREST requests.
