[ECO-2168] Add back the local deployer service

Description

The deployer service was removed in a previous PR, but it makes more sense to add/use it, because it facilitates a streamlined testing process.

I've added it back in with the profiles config value in the new compose.local.yaml

Testing

Testing on my fork xbtmatt/emojicoin-dot-fun and building/running it
