Description

This PR makes the emojicoin picker draggable.

It has also been placed further away from potentialy usable buttons, to avoid overlap and having to move the picker.

Last but not least, a close button has been added.

Testing

Go on any (preferably all) pages and play with the picker.

Update:

I did swap the X for a _. I personally understand it as I'm used to computer interfaces, but I imagine someone less familiar would not understand what that small blue line is there. Should we keep the _ or go back to X ?
I don't think decreasing the size of the triangle is a good idea. Although I agree that it would be esthetically more pleasing, I think folks with trackpads or impairments might find it difficult to precisely click on a smaller triangle.
Also increased friction. I wanted to do it from the start but couldn't find the option yesterday and though that wasn't a feature. The docs are kinda hard to navigate.
