Xerces C++ Lib for validation of xsd 1.1 #40

There is need for a XML 1.1 validator, which can be called from C++ code. Please check with https://xerces.apache.org, whether / how / in which version it is / will be provided!

Note: At https://xerces.apache.org/#xerces-c, we find:

Xerces-C++ is faithful to the XML 1.0 and 1.1 recommendations and many associated standards.

I have also sent a mail to private@xerces.apache.org (address found in page https://xerces.apache.org/team.html) in order to initiate a discussion on that matter
