Import: Malformed `object_annotation_time` is not caught during validation #70

When object_annotation_time is formatted as float (which can happen when using external tools like Pandas), this error is not caught during validation but only at import.

I think it's fixed now (v 2.7.3.1 just deployed). Feel free to reopen in case not.
