Contacts'information are updated even if capabilities are unchanged #108

Each time the core server receives capabilities for a given contact, it updates 
the capabitilies in the RCS capabilities provider.

The caching of the contact works fine for read operations but not for write 
ones.

Expected result: to increase performance, capabilities should only be updated 
if there is a change.
