New Features

Added IEEE Std. 1685-2022 as suggested by @ejd.
Added Apache License 2.0 license and notice files.

Changes

Updated main README.
- Added links to original sources.
- Added license information.
Moves notes by Accellera into version specific README files.
- ⚠️ The README (written by Accellera) provides contradicting rules compared to the LICENSE file.
