I am just going to put together a couple of plain html layouts to hit the highlights before trying to update the OS version.

It still won't match reporting (although the footer will probably need to include the official language), but it will be boxy.

Next steps:

revise the nested row spacing on workflow
revise the attribute panel header structure (consistency)
poke around the top nav? (also, I can reset the side nav to be a nav)
spacing of the nav buttons at bottom (prob. related to the nested row issue)
check the column on the contact page (just half of the main column width after the container change)
secondary button color is very similar to the inactive color (at least, it feels that way)

Initial patch for the nested row negative margin issue with the nested rows: 64fed80. Shifts the button spacing a bit, but otherwise seems ok.
