Earthmover Release Candidate v0.3.1

This PR includes some bugfixes to Earthmover 0.3.0.

internal: allow any ordering of Transformations during graph-building in compile
internal: only create a /packages dir when earthmover deps succeeds

All Earthmover tests have been run successfully following this change.
