Improve pin spec voltage options for power supply pins #93

The Pin spec has a lot of options for IO in terms of voltage: vil, vih, AbsMax, etc.

It has poor support for voltage pin. Instead of Vmax, maybe we should have VoltageOperatingRange (or something)

VoltageOperatingRange seems useful. Should be clear this is for supplies.

I can add this as part of the pin specifications update. Replace "vmax" with "voltageOperatingRange"
