Filipino Localization/Translation #60

Good day!

I would like to contribute by translating the documents into the Filipino language so that it will have a broader reach. Can I do it through setting up pull requests?

Best file to start with is this one, and append the language code, for example index-fil.adoc https://github.com/eddiejaoude/book-open-source-tips/blob/master/src/index.adoc
