Rotate dropdown is hidden

When clicking "Rotate" on an image file not being edited, at the bottom, the dropdown gets clipped so is effectively invisible.

This is caused by the recent restoration of the .panel-body clipping.

This bug seems to be back, and it affects both Rotate and File:
