This pull request includes all the files needed for the new story. Particulars:

Households group PEOPLE not students, following discussion with chrismdp
CSS compilation was disabled, I re-enabled it
This is mostly a copy of the courses functionality with the relevant bits changed
A person may only belong to at most one household
I wasn't sure on how to best display the household title (since it is the caretaker's name) - hope it is ok

Thanks! I've pulled and committed this. CFI are now reviewing it on their staging server. I'll let you know if they want changes.
