Add validation for donations to EDEN's Treasury

Epic: As a delegate, I'd like adjust the data coming from the donations to the treasury because it'll improve the stats shown on the webapp.

Criteria: We need to adjust the validation of the treasury because currently it has not accurate parameters. There are variations when donations coming to the main treasury (Not balance).
