feat: Add login via JWTs found in request headers #4

Description

Basically the guts of the plugin:

Looks for JWTs in the request headers
Attempts to parse and verify them
Checks for an existing user
Optionally creates a new user if none found, adding them to the default public group
Logs the user into the site

Tasks

[x] Add a list of tasks here that need to done to implement the change
[x] All tasks must be checked before a (final) review is requested on the PR

Definition of Done

[x] Ensure feature branch has latest development code integrated
[x] Ensure there are no formatting errors
