Provide memcached to all possible OpenStack services #16

Today, only Horizon uses memcached. After upgrade to Kilo, I've seen many services which can use memcached.

I have read many logs, and I didn't found timeout, failure or even lagging connections regarding to critical services (Keystone, specially). So, I'm closing this issue simply because it's not needed.
