It may actually be because there is no clamav database that is present. I know that on RHEL-based system there is a -db package that does that.
I guess it's the responsibility of the Debian admin to take care of this issue, it would be the same with a manual install. Closing.
I haven't had time to test more than that, but I found out that clamd fails to start when using this module. It may be caused by the fact that systemd has replaced init in this distro. I don't know Debian much though.
