[FEATURE]: Pipeline toolwindow #79

Add a new tool window to fetch pipeline data and trigger pipelines from the IDE.

If you have some extra requests feel free to add them in here

Some initial info - feel free to comment and add requests at this initial phase: The new tool window shows a filterable list of pipelines. The pull requests and the pipelines tool window are available once the user logs in to his Azure DevOps account. When selecting one, I show the pipeline run details in the same way we show the PR/MR. Instead of a timeline, I think of implementing a diagram with graphiz And instead of the diff, I am showing the pipeline stage/step logs content. It is still in the initial phase, but I wanted to share it and see if you have any general tips.

This is now available in latest version - please note that you it is in beta so there will be changes But any feedback will be appreciated
