Configure routes to UE via UPF without BGP

I'm, as a UPF user, deploy UPF in kubernates without configuring BGP in BIRD and CNI in order to run on pure managed K8s cluster.

Acceptance criteria:

• [ ] Routes to UE via UPF are added automatically after UPF deployment finished
• [ ] No BGP required
• [ ] Get rid of /32 masks in routing
