Bug: when SMF is down, after 3 heartbeats PFCP association should be deleted. Now it is not.

An example of logs when SMF is stopped.

Specifically:

ScheduleHeartbeatRequest function is scheduling only one heartbeat request.
Cancel function for gorutine from ScheduleHeartbeatRequest time is never called.
