Replace the remaining boolean parameters with enum #42

Replace EDGEDB_SERVER_HIDE_GENERATED_CERT with EDGEDB_DOCKER_SHOW_GENERATED_CERT=always|never, and EDGEDB_SERVER_SKIP_MIGRATIONS with EDGEDB_DOCKER_APPLY_MIGRATIONS=always|never. Also, correct spelling of EDGEDB_SERVER_DOCKER_LOG_LEVEL to EDGEDB_DOCKER_LOG_LEVEL for prefix consistency.
