EDGEDB_DOCKER_APPLY_MIGRATIONS=never for 5.0-beta.X seems to actually run migrations #86

I've verified I've set the env var to not apply migrations, yet migrations are run when I start my container. See two following screenshots

Not sure this belongs in docker repo or this but added it here since the docker repo is unchanged recently.
