image: update to Fedora 40

Context

We want to update the Constellation OS image to use Fedora 40, the most recent stable fedora version.

Proposed change(s)

• Update the Constellation OS Image to Fedora 40.
• Update the Constellation LTS Kernel to 6.6.30, the newest LTS Kernel.
