ci: create and update a `versions.json` file #488

Create and update a versions.json file that contains released versions with their corresponding files and hash. This file will be used to update parts of nix code. A CI run of the release CI can be seen here.

renamed file to contrast-releases.json
pint messages to stderr
prefixed error messages with "Error" for better searchability
