packages: add kata upstream runtime #556

This packages the latest version (3.5.0) of the upstream kata-runtime to our package set. It is referred to as kata.kata-runtime.

It also moves the Microsoft kata-runtime into the new directory structure. (microsoft.kata-runtime)
