Fix/out of threads #126

This prevents OE_OUT_OF_THREADS by enabling the thread pool feature of MariaDB. Max pool threads are set based on NumTCS.

This PR also makes NumTCS configurable at build time. I plan to increase NumTCS for the 4GB variant of the EDB container image.
