Proposed changes

Update base image from ubuntu 18:04 to 20:04
Use the latest SGX packages (PSW v2.13, DCAP v1.12)

The libraries installed with libsgx-dcap-default-qpl have a different tag from the actual version, therefore we need to specify this aswell
