Shall we make the pull frequency configurable?

By adopting #30, the frequency can be configurable in AutoEvent https://github.com/edgexfoundry-holding/device-gps/blob/a0d2b724a61534813ee10bc97128627e552cec00/cmd/res/docker/configuration.toml#L69
