docker-compose version 1.23.2 file structure changes cause build failures #19

Changing
Version: 3 ==> version: "3.7" does the trick.

Ignore, that was while trying to use docker-compose.yml referred to in https://github.com/edgexfoundry/performance-test/blob/master/docs/Performance-Test-Environment-and-How-to-Develop-Test-Script.rst which just may be some out of date documentation. Sorry.
