Automate creation of more report cards - legislator info #19

Screen scraping these pages, maybe also using their district maps instead of ours, could give us some basic legislator info--photo, party, date. Instead of committees we could add website and phone number? Plug what we get from here into nationalstats/housememberinfo.csv. https://www.govtrack.us/congress/members/AL/2

Some of the data govtrack.us uses is actually available in this GitHub repo as CSVs, eliminating the need to scrape?
