This PR adds: 1) charts showing some very basic EJ-relevant information about non-compliant facilities (percent minority in surrounding neighbourhoods) vs the same for all facilities. 2) ability to pick a specific month to focus on (march or april or may etc.) This is not yet bug-free (see notes on "small changes to month selector"
