Maybe there are three things going on:

From Chris Sellers: "Yes that's why the effluent spreadsheet NPDES_EFF_VIOLATIONS, in our database but not yet accessed by any notebook, is going to be so valuable. See esp the columns PARAMETER_CODE andPARAMETER_DESC, which give pollutants esp. monitored at a site, also EXCEEDENCE_PCT, which tells you exactly how far the exceedence went beyond what was permitted (and can get to like 9999). Also the air stacks spreadsheet, ICIS-AIR_STACK_TESTS, which also seems to include "automated" (facility-reported) data. There you have pollutant descriptions in POLLUTANT_CODES, and in AIR_STACK_TEST_STATUS_CODE just whether or not the test for that pollutant passed (PSS) or failed (FAI) or is still pending (PEN)."
