TRI and GHG emissions graphs and pre-selected facilities #152

Add TRI and GHG emissions in block 5 graphs. ECHO_modules utilities.py write_dataset() wasn't working due to regions passed in as tuples. Add block 8a:

8a. The previous map showed all facilities in the selected regions that are monitored under the selected program. Many of those may not have had any violations or emissions.

This map shows only the facilities identified earlier as having the most violations under the selected EPA program, or the largest amount of emissions for Toxic Release and Greenhouse Gas programs.

Pre-select the top violators/emitters from block 5 in block 11 list of facilities to investigate.
