Charts in Cell 5 of AllPrograms #83

There are a few charts that are produced in cell 5 of allprograms.ipynb that don't look right.

For CAA enforcements, for NJ and OR, only 2001 and 2002 data are displayed. It says there were 40 in NJ in 2001, then 14 in 2002, and then none since....Oregon = 12 CAA enforcements in 2001 and that’s it. It says there were none in Oregon 2 (no chart produced). However, CrossPrograms shows multiple enforcements...

In addition, I'm not sure what the y-axis on the GHG charts is supposed to be. Currently it's in the range of ~300, but 300 what?

Should this get linked into the data errors issue?
