Not sure how much we can do about this, since folium isn't great at doing legends from what I gather.

from @Frijol Add a title - one that programmatically labels whether it's RCRA, CAA etc. and whether they are enforcements, violations, etc.?

Change the circle colors based on the category, for easier comparison across various runs of the notebooks
