Add instructions about how to return to previous steps #33

  1. Return to Step 4 and select a different program (e.g. switch from CWA Inspections to CWA Penalties)
  2. When you're done with each of the three parts of your program (e.g. CWA Inspections, CWA Violtaions, and CWA Penalties), return to Step 1 and select a different Congressional District.
