Maybe we can add this notebook to this repository and start from here? @maalvikabhat

The next step would be to outline how to bring in Clean Water Act (NPDES) data.

@Frijol - I don't have write access to this repo. Are you able to: 1) merge this draft watershed notebook (still the most up to date version); 2) change the configs so that I have write access?
