I am not actually suggesting we merge this branch into ECHO-by-Zip-Code. It's just that I started from this repo to create this notebook, and I'm not sure if it'll go anywhere. There are some elements that could be included here, such as using display(HTML()) for output and calculating the social cost of GHGs released.

Reconfigures echo-by-zip to emphasize "white collar" environmental crime:

Search by City, State rather than zip
Display GHG emitters on the map
Display social cost of GHG
Display criteria pollutant CAA violations and enforcement penalties
