Turn the Notebook into a webapp? #8

I think @shansen5 has the best summary of this idea:

The idea would be to let public users do queries and see some graphical data visualization for their areas (zip code, state, representative’s district, watershed) and various EPA monitoring programs (SDWA, RCRA, CWA, CAA). Pull the ECHO data into an actual database to support those pages. For users interested in going beyond what we have published there, the notebooks could be downloaded with links to the ECHO csv files that support them. Users could upload modified or new notebooks that moderators could vet and add. (Maybe a git-branch type of mechanism.) Putting it on a web page with code cells hidden would make it friendlier for non-technical people than github, while allowing notebook downloads could appeal to the more technical. We talked about a hackathon to get CS students and others involved in implementing something like this.
