provide more context in `point_mapper()` pop-ups #52

Currently, we just show the count of (violations, inspections, or whatever the metric is):

Likewise, we just show "other facility" for facilities without records of (violations, inspections, or whatever the metric is).

We should provide the same contextual information as in mapper() - facility name and a link to echo.epa.gov
