Scope for Spanish Language reports

What do we want the website to look like (minimally/maximally) for a Spanish language report card release? Where are the translated reports hosted & how do folks access them?

Current plan of action:

• [ ] Upload the Spanish-language reports into a new content folder
• [ ] Create a new congress-es.json or similar that links to the Spanish-language reports
• [ ] Light translation in congress-es.json (I think just "Chair" and "Member")
• [ ] Translate the reports page
• [ ] Create a new page that's a copy of the reports page but using the translated text and pulling from congress-es.json
• [ ] Figure out & create appropriate linking to & from the new page

& right now, I think @shansen5 is working on the website pieces of this and @lesliealanis is starting translation of the reports page
