Update ReportCardExplorer to take a "language" prop - translate strings to Spanish

• Update component to take a language prop
• Create a simple english to spanish dictionary for translated strings.
• Create string translation helper function

• Update page to pass spanish language to report card explorer component
• Remove outdated comments

This is good/should merge to get back to parity, but in view of the goal of getting the other report cards also live, I was hoping for a bit more modularity (https://github.com/edgi-govdata-archiving/EEW-Website/issues/309#issuecomment-993816082)

Other things I noticed that were lost in the transition:

• Chair/ranking member at larger size to show larger voice on committee:

• Different typeface for name vs details to help it stand out more

Feel free to break these out as separate issues, or we can discuss importance.

Also noting that I'm not able to get a local build running right now (?)

Ah- also these URLs don't lead to the Spanish-language versions of the reports. URLs need to append _es e.g. https://edgi-govdata-archiving.github.io/CD-report/MD_2020_es
