Add Proper Checker Phase #26

Need to pull checker aspects out of the bagger phase and provide a proper method for bouncing archives that need improvement back out for re-harvesting & association.

This issue deals with the general question of how to route problem issues:

This issue requests a new step that looks like it might be a "checker" responsibility:

The checker role is defined in the app but there is not a distinct "check" phase. Let's use this ticket to track the decision on whether we need to add one.
