Have a button to flag "problem URLs", so that they get quarantined into a separate list and could be easily reviewed by an expert/admin. The button could be actioned regardless of the specific step the URL is in.

I'm flagging this as "important" both because I know users at the DC event were unsure what to do when they had questions and because we'll eventually be at a stage of this effort where the "save what you can and don't worry about the rest" m.o. will shift over to one that's more concerned about cleaning up loose ends.

That said, it's a large-ish change. We will need to:

• Add a field to the data model to indicate that a URL is flagged
• Add a comment field so users can explain why they flagged the URL
• Add a UI element to trigger flagging
• Alter the UI to segregate flagged URLs in their own pipeline column
• Tell the app who is allowed to unflag URLs (admins?) and make sure the item can get put back into the pipeline at the right place

I would like to implement this as a "tagging" feature, leaving open the possibility of multiple flags even if we just start with one. This might eventually replace the blunt "Priority" feature, which reduces several parameters (value, vulnerability, readiness for volunteer input) into one number.
