Let harvesters mark data sets as needing more information #60

As a harvester browsing many data sets of varying quality, I need to alert researchers that the record needs more information so that they can set me up to harvest the data set sooner.

This implementation could take the form of a simple checkbox and/or comment field.

This seems valuable. Previously we've recommended people in these cases do that additional research themselves where possible.

I'm marking this as a ui change, but @kmcculloch would this impact the data model?
